Step 3: Click on the "Backup / Restore" button.

Step 4: Click on the "Browse..." button.

Step 5: Click on the "Open" button.

Step 6: Click on the "Upload" button.

Firstly you must have a Google Account (if you use Gmail, Google Groups, YouTube, you have an account). 

Don't have a account you can create one here.

After taking your account now visit Blogger Homepage and enter Google username and password.

On the next first page, we are going to the Blogger Dashboard.

click "New Blog" to start creating your first blog!

Finally, click the orange "Create Blog" button and your blog will be ready use!

Now, write your site address to your using browser.

Your site should look like below view.
